本公司油價調整除考量油品價格成本及匯率外，同時也兼顧穩定物價及照顧民生的政策，因此歷次油價調整皆未足額反應國際油品上漲幅度。以94年初至95.02.24為例，國際原油價格漲幅達47.93%，同期新台幣匯率貶值-2.03﹪，加計新台幣貶值因素，淨成本增加53.61﹪，而國內汽油調幅僅11.79﹪，未足額反應部份，全由中油公司替全民吸收。
